Non-adaptability measures with the branching property

In this paper we will deal with
the measure of non-adaptability between
partitions. This concept was
especially defined in order to compare
partitions in the context of
pseudo-questionnaires, even though
it can be used in any general context
where the comparison of two partitions
is required. In particular, we
will characterize the family of nonadaptability
measures which satisfy
the branching property. A procedure
to construct all the measures
in this class will be given and some
equivalent definitions presented.
